It wasn't exactly a Nation, more as a single man and his revolutionary movement. It then sparked Austria pointing fingers at other nations for this, and it was essentially a gigantic bar fight featuring several world powers.

It started when Archduke Franz Ferdinand was shot in Austria by a serbian nationalist.
The incident incited a "domino effect", leading to a full-out conflict between two groups of countries.
Pretty much everyone was itching for war and certain of their victory during that time, so you can blame anyone you wish. But to to those nations, any flimsy excuse would do if it meant they could invade.
