Zero (the player that won the invitational and best smash 4 player before he retired) recently posted a video about his thoughts on the matter. In it he specifically says that there's too many differences to call it smash 4.5.
Also, literally nobody that's familiar with the games thinks it's a port at this point. The real debate is whether it's "smash 4.5" or not.
