EDIT: I disabled the custom theme and I can see the pixels in the notification circles. Happens because the border width and radius are the same. Border width should be reduced by 0.01em.
EDIT 2: I edited my custom theme for the notification box to have the same border width as radius, both of 0.65em. But I don't see any pixels. I'm confused now.
EDIT 3: After some experimenting, I can say that the problem resides only in the border width. It's still weird why the pixels show on some themes and not other ones when the style for the circles is the same. Both have a border width of 0.65em.
The fix for the themes showing a pixel on the notification circles, is to reduce the border width property to 0.64em.

I'm able too see the dot in all of the 3 themes(Coal, Carbon, Radon) on Chrome.
As HG prior said, this seems to occur from the border-width propriety. Somehow on Chrome the border isn't always thick enough to fill the entire icon container. I would opt for a background-color propriety to fix this issue and set the height and the width of the container to 1.3em.

I had to set border color to transparent, because not setting any at all would cause the notification circle to be fully opaque, of the same color as an active circle. Haven't tried on a default theme, so this might only be a flaw on mine.
Honestly I believe that the circle is too big. I think it looks fine on half size like it is right now.

It's not a theme issue. It's a Chromium border drawing issue. There is the work-around of giving color to the entire notification icon, instead of the circle border. But this is better to be solved within the browser itself, as it's weird that this only affects some themes, when all themes have the same icon style. It's inconsistent and unpredictable.

Do you mean it doesn't work on Safari either or that Safari should also be recommended by Diff?
It's not really about which browser is good or not (although Firefox is definately the best), it's more about what browser Diff uses to design the page, as its guaranteed to work as intended on that browser.
