Tags that refuse to parse anything inside of them as bbcode, but otherwise do nothing whatsoever. This way you can bring up the [quote] and [/quote] tags without putting it in the code tag or bolding some random character. Some sites that use bbcode aleady have tags for this, [notag] and [/notag].

The way I bolded the left bracket is just an example of how standard bbcode tags can prevent other tags from being parsed. I could've also put [quote] and [/quote], [quote] and [/quote], etc.

The suggestion is for tags that allow you to include bbcode inside them without it being parsed as bbcode. The bold brackets are only to prevent the tags from being parsed as an example of what the tag would do.
Edit: Just thought I would explain some more because you didn't understand what they said before
The only ways to stop bbcode from being parsed currently are to put it in a code tag, or to apply another tag to part of the tag so the parser can't understand it.
Example of tag being used:
Some text before [nobb][quote]Some text inside[/quote][/nobb]
Would result in (without the bold obviously):
Some text before [quote]Some text inside[/quote]
This would allow you to talk about tags inline which would take up a lot less space and generally look nicer in a lot of cases
