It'd be easier to just slap a little "THIS TOPIC WAS MADE FOR AN OLDER VERSION OF THE GAME" banner on the top of all old topics.

I guess the topics that would need to be moved are Worlds, World Creation, Crews, maybe B&P, Game Suggestions, Graphics Suggestions, Campaign Suggestions, and Bug Reports.

Well, if we put all the topics in a different location, you still effectively have a note on every page saying that they're old. (The forum title.) That, and one giant block loses all point of organization.
Also, we're treating this issue as if it's a thrown switch. If EE continues for a bit after the reboot, we could potentially have topics from both. So it's not as simple as a date. Tags? (ew tags?)

I guess if the old topics were moved to a different section or whatever then people could create the topics in the places they were talking about.

It has to be distinguishable so people actually notice it. Something like this would be easy to implement and would do the job quite well:

Because some Suggestion topics, which are usually updated could be easily transferred by the OPs.

What sorts of topics are you thinking of?
I can't think of any cases where you would want to keep the old content but it wouldn't make sense in the new game so would need to have a banner explaining that...
For things like world list topics you would just want a new topic for it, and for things like the load screen archive you would want to keep the topic and wouldn't need the banner.
