Signs float at bottom of world

Should signs float at the very bottom of the world? I'm assuming the current code that determines whether signs float or stand checks for a solid block under it.

If they shouldn't,  a check if the Y = worldHeight should fix it.

The void is solid, so signs should stand on it.
