The main reason I want the custom tab is so I can put specific blocks in a specific order. It looks like your blocks are auto-ordered, yes?

The main problem is I don't know how would you pick a block from 1 tab and move it to the custom tab

I just assumed this.

I'm not sure how programming works, but if it is too difficult there are alternatives. You could just drag and drop onto the tab itself, then it would go to a random place, then you could reorder it later.

Or it could be like browser tabs and you can drag it and after 1 second it changes tab
