A problem with topic merge
What if the original owner wants to lock the topic, or the first decides to lock it without th3 will of the merged?

No, if mod/admin of the forums locks it, you wont be able to unlock it.

Doesn't matter. If a topic is merged the newer topic never should have existed in the first place.
