What do you mean by decode? Are you using a packet sniffer or a bot?

I am learning to program, if I can see EE uses part of HEX encoding, There is a tool that decodes all this? I was seeing the EverybodyEdits Protocol by capasha but I can't understand it too much and I don't know if it is outdated

Just incase that wasnt the answer you were looking for, PlayerIO is what EE uses to encode and decode packets, but youll need a program to display the information or whatever.

I'd highly recommend using BinarySerializer from OPIO.PlayerIOClient instead of EEDecode. I believe the Python port by Zumza should be sufficient as well, although I haven't tested it personally.
EEDecode was decompiled from PlayerIOClient and it's incredibly messy and cryptic, not as easy to wrap your head around.
