Nah, 1991 is a fixed soviet fail, chernobyl was kept secret in the soviet union for like 3 days, if chernobyl was 1991 (pretty late) i don't think due to radiation i could be born 2003. Chernobyl is more or less late with radiation for now, Ukraine however has still problems with Plutonium/Uranium on location. (i mean having ressources is good, but not if they are unsorted radioactive dangerous).

the metric of time can be used to put those in perspective. Personally, since all I ever do with that information is marvel briefly, I guess I really don't gain much by making the comparison...

You are missing the fact that most people in power are still the people that were born in soviet union and taught communist ideas. Putin himself is a former KGB officer. This refers not only to the Russia, but to other post soviet countries as well. When the last generation that was raised in communism will pass away, then and only then the communism will fall.
