As for the current moment. completing levels is not that rewarding (if it is outside an campaign). Yeah, you got the (silver) crown but that's about it. Nobody outside that world will ever know that you completed it. Also there is not really any competition in completing them.
The rating system should make completing (good) worlds more rewarding and give people that build worlds more motivation to do so.
So how does this work?
When a crew marks a world as finished they get the option to submit the world to be rated.
Levels can be rated several difficulties and can all be worth different amount of trophies.
Rating is done by trusted members of the community.
Only good levels with no bugs get rated. They will be marked as rated and a difficulty and amount of trophies for completing the selected map will be set.
Now, when a player completes this world, they get an amount of trophies. These trophies kinda work like a point system.
The total amount of trophies of a player will be displayed on their profile in a new tab.
The tab could look something like this:
You might have seen that there is also something called BP. BP stands for builder points and are awarded to people that build good worlds that get rated.
Whenever a crew submits a world and it gets rated, 1 BP will be given to all the crew members.
But, there might be 1 problem if such a system would be implemented. Good worlds are often not online ;P
That is where the new rated tab jumps in.
It gives users an search option to search for maps on their difficulty and see new rated worlds.
It also features a Leader board where the top players can show off their amazing no-life status.
It could look something like this:
Also on someones profile, borders will indicated which maps are ranked:
Ultimately, players could be rewarded for getting a certain amount of trophies per week (or BP).

Why do you play regular levels? To win? To tell people that you won? No, you play them because they're fun. You don't need a reward to play a game that you like.
And if the world is challenging, then the trophy should be enough. If it's not enough, you wasted your time getting it.
One bot to rule them all, one bot to find them. One bot to bring them all... and with this cliché blind them.

Good idea, however people playing on hacked clients are gonna ruin it for everyone else. If we had an anti cheat that actually functioned properly I could see this being fun.

Yeah, I thought about that as well.
That would probably be the hardest part of this system.
It is kinda easy to abuse but there are solutions to check for hackers.

This can and will not ever be added.
There are a lot of things EE tries to do that it ultimately can't work in a game like this, where anyone can edit.
One of these main things being the energy system. A logical plan for the system would be for it to reward players for making and playing levels. Since the player has a ton of options in this game, this could easily be bypassed by either trolling instead of building something real or having someone place easy trophies for you respectively.
Another example is the broken campaign system, which I won't get into here.
Basically, this feature won't work in a game like this where players have a ton of freedom to do what they want. This is not a linear type of game, and thus features like this will never work. Personally, I'd either stick to the current like/fave system or just remove it entirely.

I think you skipped the part where I mentioned that trusted members of the community (mods/admins/<new rank?>) would rate / verify the maps. This means that YES, troll builds can be submitted (or easy trophy levels) BUT they wont be rated.
After being rated they will turn into a locked world (kinda like the campaign worlds) so no exploits can be made to achieve 'easy' trophies.

I would not say that the campaign system is broken, just a bit lacking in refreshing in new sparkling worlds.
The system was all new and sparkling when it was new but now we see that it just just lacking updates, which makes it pretty boring.
The ratings system could fix that by featuring good worlds and rewarding the builders for it. It also gives players quality worlds to play.
