Certain blocks can glow, like for example fire.
I can't really explain.

I've wanted this for so long!! Just think about how much more immersive and atmospheric worlds would become with actual smooth lighting

But since people have different tastes, it should definitely be a world option to enable or disable the effect

Or perhaps we can have "particle" blocks that allow us to give ambient lighting to any tile. The amount of tiles it can travel to can be set in a popup. This could be on the highest layer.
If I have the time, maybe I'll make a separate topic about this.
