what is the diffeence between game and grapic suggestions

You would probably ask it in questions and answers.
Graphic suggests are purely for new looks for things. Eg. A new appearance for a block or a new smiley. These threads usually contain and example of how the suggested graphic will look.
Game suggests are new mechanic / features suggestions. Eg. A door that opens and closes depending on your effects or a new command. These threads do not usually contain any graphics and instead have detail about the idea.

Game Suggestions are suggestions for game mechanics, or just about anything regarding the game.
Graphic Suggestions are suggestions that are indeed for the game, but expressly the visual side of things.
So in short, the graphic suggestions are pictures, the game suggestions are actions.
