In this case there was no insults, just Kira mocking of other comments/topics as always.

It´s not the case, so I´m only giving my opinion about the solution you gave about someone getting insulted:
In my opinion ignoring insults is not a good idea, if someone actually insult a player, the insulted player should report the offensive language.

Get triggered by every insult is not a good idea either.
Usually ignoring is the best way because all insulters need a reponse for their bullies. if they don't get one - they switch their target.
