Settings: minimap in-game
The owner of the map should be able to use minimap with the ¨minimap in-game option¨ ON or OFF, both of them.
The owner suppose to have all the rights to edit and build a world, including being able to view the minimap.

I like the idea. But, I would consider this a game suggestion and not a bug.

I'd call it an oversight.
