I'm not sure why we need a second admin. Admins are just mods that can change forum settings and stuff, and the settings aren't really in dire need of being rapidly changed all the time.

admins don't touch PHP. Only Diff touches PHP.
An admin only has access to the forum's control panel. They can change the board name, create and destroy forums, adjust various settings and user permissions, create and destroy user groups, have access to some maintenance functions, and more! But they have no access to the code that runs the forums. Only I have access to that.

The whole forum runs on PHP, things where you would need to use it would include bugfixes, new features, etc. (e.g. the new(ish) trigger warnings, and the fixes for the bugs that atilla somehow seems to find...)

Indeed, some can be coded in javascript as well such as spoilers, wooting count, etc.

If Diff needs anything done they know they can ask me (I've only ever done 1 thing for the website and will happily do anything else and Diff is definitely capable, the 1 thing I did do was only used because I did it before Diff had time and not that he wasn't capable - whether I made the anonymous avatars or not, they would exist now) and it not enough is needed for me to be brought in - also I have no FluxBB experience (nor would I ever want to do moderating again)
Decisions like this the staff can come up with on their own, if they feel they need another pair of hands they will consider it and don't need prompting from the community - I have not noticed Proc leaving the team as a user.

I would really like it if the forums allowed multiple formatting languages apart from BBCode, such as Markdown or HTML directly.

A second admin would have literally nothing to do with adding forum features. Admins are just mods with an extra settings tab in the toolbox.
