reloading didn't help back then and this problem only occured once and seems like it sticks to the tab, not the current page or entire chrome window

why are you using adblock and adblock plus in the same time
ublock origin is a lot better and doesn't use up so much cpu and ram
(also i'm using opera with these extensions and i have no problem scrolling anywhere)

Ok, it looks like a virus, the problem begins with the lost of internet connection, it happen at same time.
Its about a virus, a thing of the computer not working correctly (internet connection), or about my internet provider (less possibly).
I think its about a virus, but eset NOD32 does not find anything wrong, dunno maybe the only way to fix the problem is by reset my computer to factory settings...

Have you tried disabling all of your plugins, just incase it is a different one

It seems to be fixed: I fixed the Internet continuously connecting and disconnecting, and all seems to be working after that fix.
(I plugged in Ethernet cable to my computer).
