Instead of Project Options there are Bot Options but there atre no net dll
Depending on the project type, you can modify either only the solution settings, or the solution and the project settings. If it's a shared project, you can't edit the project settings nor references.
On MonoDevelop, the project options button has the name of the project, so what you're seeing there as "Bot Options" is actually the project options.

Those are the references. You can change them by going to Project > Edit References...
