They're literally already functional as it is now; I can place them with a bot and they work.
The only thing that would need to be changed is the menu where you type the ID and stuff. Can be capped at 999999999 since it's supported that high and it's high enough you'll never need more and it feels less arbitrary [to the common person] than 2147483647/4294967295 (assuming that's the actual highest supported amount, which makes sense).

No that's silly. Let's cap them off at 9,999 since that means one portal ID per nine blocks in a huge world. Nobody making a functional level would need more than that.

high portal IDs have two uses:
Better portal organization. I can say that portals that are ID 1-99999 are for one thing, then 100000-199999 another, then have a subgroup of 110000-119999 inside that group, etc.
The fact that you can see portal IDs with inspect. I can use a high portal ID to do something with that.
