This is the same IRL. I don't give my key for my door at home, to people I have no idea who they are. This should be the same in EE.
There will always be trolls if you are going to give out free edit or edit keys.

It takes both a world owner and a troll for a world to get trolled. The creator is responsible legally, for giving out edit irresponsibly. The troll is responsible morally, for ruining another person's world for fun. That said, banning RDash would put the rules in an odd position. Do we ban other trolls? Attempting to ban trolling (or repeat offenders) as a whole would be very difficult.
There would have to be lots of surveillance. Assuming people didn't manage to find ways to use proxies and programs to get around it, people would find more clever ways to troll. People would start placing blocks all over worlds. Not only would this take upgrading the current tracking tools moderators already have, but it would be difficult to determine what is and what isn't trolling.
The people who tend to make free edit worlds tend to be new to the game, meaning that they may not realize they can report trolls. If the world owner kicks them, people may simply not consider reporting, because, well, the trolling has already been dealt with! Stealthy trolls may also be a problem, as players may fail to realize that there's an option to inspect blocks.
There would also be unpreventable backlash from the community, leading to lots of forum drama nobody wants to deal with. Pushing all that responsibility to the Staff would only take away time and effort that could be better spent for more important moderation, such as preventing cyber-bullying. Users can already use the many tools they already have to combat trolls.

Well, I mean the Staff can modify the ToS at any time. This means they could add an absurd rule and permaban everybody and it would be allowed. Considering how pointless the ToS is so I don't think that would be a problem if they really wanted to ban RDash.

How is it childish? I can understand why people want trolls to be banned. They're intentionally ruining other peoples' world for their own entertainment. It's pretty comparable to spamming the chat, which is banned. While I think trolling should be allowed, I don't think it should be considered acceptable by the community. Unfortunately we have many trolls we let slide by and when somebody points it out they get shrugged off with the same obligatory comments.
