This importance is then prone to applying in whatever manner... such as deciding which "new year" is best

i live by my own clock and calendar because everybody who lives around me does as well because that's how the world works, so damn right i'm going to celebrate the new year when 2017 rolls over to the east coast. there is nothing intrinsic about new years day that means it has to be a globally simultaneous event -- in fact, quite the opposite, because it's the celebration of the moment your calendar switches from year x to year x+1, and since it seems like you don't know this, let me clarify: not everybody in the world is using utc, because that's idiotic.
