Will I be banned?
A user who goes by jose155 joined a world names the tower (previously known as BR) and was asking for edit, I denied him. He proceeded to spam chat asking for edit, I told him no again and he was threatening to report me.
I read TOS, But I'm not sure If he will be banned for a false report though.

No, world owners are never required to give edit to others. It's a false report.
