Cannot send "access" as guest

I tried to send "access" with the respective world edit key. But I never receive the "access". I'm forced to give edit manually to the guest, for which receives "access" properly.

Is the guest user banned from sending "access" or what?

Yes this also happens in EE Client. I believe this is intentional.

This has been like this a longer time. The reason I disabled guest in password protected worlds for EEditor.
I found out that the guest couldn't get the code. Fun for new users that is guests can only draw in open worlds.
They will be confused if they can only place 1 block each click. And will maybe not register because of this.
