If someone doesn't want to see what someone else said or it was mindless spam beforehand. All you have to do is mute the person then clearchat if you don't like what they are saying. It puts it up to the person to solve his problem and not a moderator which is good in my opinion. I dislike the idea of a single person having control what can and can't be seen, especially if the vast majority that would be cleared wouldn't break the rules at all.
That being said, I think people actually need to know commands more, it seems like a lot of them get forgotten. This with mute could easily be a good tooltip if that idea ever gets added.
