Put action blocks on the top of the block tab in the shop
You know, like portals and switches and fire etc etc. Having core action blocks like spikes, signs, and switches all at the bottom of the list kind of hide them from new users looking at the shop. I think those blocks are a bit more important than the simple block packs, so it would probably be a good idea to make those options the first options the user sees. This would emphasize their importance to new users and make them more immediately apparent for purchasing.
