People are really only ever banned by the warnings system. If you have a problem with the warnings system you're free to make a topic suggesting changes.

Not everything illegal is mature content. Parental Guidance ratings aren't ratings of legality.
There's no reason to censor things based merely on legality. For example, censoring someone for posting a video of jaywalking, vandalism, burglary,, etc.\
Additionally, these forums aren't hosted in Germany so those laws aren't applicable in the slightest.

Technically the rules do say to not post "anything illegal," that isn't illegal where the forums are hosted. That rule might need to be clarified at some point in time though since it'd be a bit ridiculous to start warning people for posting videos of jaywalking.
