Yes. The inner tires have friction with the air so it starts spinning together with the rest, plus of course, centrifugal force.

And so, going off of his points, I'd add that the acceleration of the vehicle might cause some minor compression of the air inside the tires (more towards the back when accelerating, e.g.) but given the high psi already, it's probably negligible.
If air isn't frictionless and does start spinning with the tire, there's your next question. Does the air reach the same rotational rate as the tire? How long does that take? can we even measure that

there are a lot of variables to take in consideration. The volume of the tire, the temperature variation in time etc.
