Yes I like this but maybe have the limit be like:
"Sorry You have exceeded the maximum amount of open worlds, there can only be up to 100 open worlds online!"

There shouldn't be any world amount limitations, because it prevents legitimate open worlds from being created.
I think the solution, both for mass joining worlds and spamming chat, and mass creating worlds and spamming lobby, both relies on whether the server can limit users per-IP, and use captcha if necessary.

The majority of people wouldn't be too irked about having to enter in a 4 digit captcha during the rare times there's actually some sort of raid.

Mod point: please remember to censor your images and links when necessary.

Bot point: there is no reason to assume that there is only one person doing this. Speculating how a user can do this with commonly available bots only helps other users join in the fun.

User point: Yeah, I'm not sure where you could draw the line between realistic uses of the worlds and what's excessive. I haven't seen a whole lot of admin/mod explanation as to what is going on; are steps being taken to keep track of the issue?
