Can you report a moderator?
And make him get ban?
For example because the moderator is spamming.

i think that a case where moderator is breaking rules should be brought to admins directly, not by using a report system, at least because the said moderator can get rid of that report (i think)

Yeah so mods occasionally break the rules. They can get warnings for that from other mods. The flag doesn't just disappear. Please also keep in mind that minor rule infractions won't necessarily result in a ban. Review the point system if you'd like to know more.
The incident you refer to was entirely a test topic; it was all spam!

I haven't looked at FluxBB's report code, so I don't know how hard it would actually be to do, but it would probably be optimal for reports of moderators to only be directly available to admins, who can then deal with it as is seen fit (presumably a warning for something minor, demodding if many cases or something major- hopefully none of the mods act in a way requiring this).
