Add elements underwater

Hey, i propose an option that can be added in a future update. This is to place blocks underwater like : coins, blocks, etc... it would be super useful now for my EE Bros project, and helpful to players too.

I do not understand why this has not been added before, but today i think the developers will add this option, at least do that.

So here, it's simple and it may just change the game (i think). Hoping Nou and the others, come and take a look at my suggestion and it may be one day !

This sounds considerably like adding another layer to EE. Decorations and Action blocks could be between solids and backgrounds.

edit: except water is action IIRC. Hmm.

that's why i strongly support the addition of another layer called "world"

things such as fog, cloud, and swamp could belong there, and all it does is retain it's gravity modifiers and add a layer of transparency on the blocks it covers
