so basically the kill effect when it is touched the player that touched it doesn't die but when he touchs other players they die and it could last for 60 secs or less like the zombie effect and curse effect

I disagree. For a cartoonish game like this, I don't that realistic weapons like guns would fit well.
You know that if we don't have something someone will make bots to simulate that.

Also, the latency would mean that the lagging player is really good at catching people, as they don't know when to move etc.
