With the reputation system being like it is it really has no meaning. Think back to why the woot system was replaced by likes in game. The same person could give the same world essentially as many woots as they wanted. Look at anyone who has a substantial amount of +or- rep and you'll see that a lot of people are up or down voting (mostly down tbh) for no reason or to get a laugh. It would make more sense to make it so any person could either up or down vote a user once as a whole rather than a single post by the user. We already have the forum woot system which is based on the individual post. This could make the rep system meaningful in the way that the like system in game was made meaningful.
It's not really clear, but it is in fact tied to the user. It's just that there's also a post that tags along for the ride. You can only rep a person once every 5 hours, regardless of the post you use. It's possible to adjust the limits and how they work.
How would it make more sense to rep the user as a whole? What if you like/dislike more than one of their posts? Then you would want to show that for each individual post.
Also people aren't levels. Levels come and go but people stick around. If you could only rep someone 10 times then pretty soon you wouldn't be able to rep anyone on the forums.

I'm pretty sure we had this discussion already and it was agreed that woots aren't needed anymore. We're just going to have rep, and woots may be converted.
