Or, perhaps another option: set the container's overflow (to hidden), to dimesnions something usable, like signatures, where giant images get clipped. This would, in effect, also limit lines.

In what way? Extra lines are just ignored then. They take up minimal bandwidth and space (compared to my next point) , and don't need to be explicitly sought.
Large images, on the other hand, should still be handled through whatever system we have for snubbing those. However, implementing the overflow means the page doesn't get awful to look at while waiting for action to be carried

Overblown reps like that are basically the only rep rule we have. Spam's okay, not giving a good reason is okay, stretching out the page is not.
