What defines a nation a "country"?

What defines a nation, or territory, a "country"? Keep in mind, there technically aren't any right and wrong answers, because of no universal definition of a "country".
In my honest opinion, I define a nation a country if it has its own government, like that of Taiwan (Republic of China), which leads to its own legislation and policies.

What's your take?

Doesn't nation have its own concept separate from country, being a group united by something ideological like language, culture, religion etc.? Romani people can be considered to be an example of a "nation without a country".

A country is a much more straighforward concept. A grouping of people under a common government.
