Someone have made to reputation minuses in 1 day, and i must already wait 2 days.

Yeah. You rep one person and you have to wait 5 hours before repping that person again. But you can go and rep anyone else. You have to wait 5 hours since you last repped that person, not 5 hours since you last repped anyone.
