1) You can always turn off your reputation
2) They can spam reputations.. i guess..

This was always an issue, the exact reason rep was removed and replaced with woots. This is just the beginning, hold on to something.

If it bothers you, you can turn off rep in your profile under Display. If any rep breaks a rule (besides spam) then you can report one of your posts with information about the rule breaking rep.
