sadly that's entirely true. there's no good way to make a system to determine someone's reliability, as everything can be flawed or exploited.. Numbers even more readily so.
edit: I say sadly because that'd be a fun metric to actually have be reliable

I don't think reputation should be implemented.
The reason why woots have worked so well, is because people are unable to leave negative reputation & comments and turn the situation into a war.
Just like people make **** quality posts to bump their post count, they effectively rep themselves as well.
That, and it's another additional thing to moderate.

I think reputation is fun. Nobody should really take it that seriously. Sure, don't just go -repping people for nothing, but in general it's just a cute way to tell people you appreciate (or dislike) their post.
