Do you think I could just leave this part blank and it'd be okay? We're just going to replace the whole thing with a header image anyway, right?

Looks like some new member decided to gravedig the topic with off-topic information. For this type of cases, we have the report (flag) button so we can get a forum administrator or moderator to do something (close the topic, delete the post, etc). But instead, two members decided to contribute to the gravedig.
What we need are three things.
Extra warning before gravedig
Simple, a message that appears after the user presses the Submit button while posting, asking if he/she really wants to make a post, again saying that not contributing to the topic will end in a warning.
Warning before replying to a gravedig
If someone gravedag a topic, users who want to reply to the post will receive a warning saying that they are replying to a gravedig and therefore contributing either to the topic, or to the gravedig. They'll be told to use the flag button instead.
Topic option to disallow gravedigging
This way, if a topic has this option enabled and has passed enough time for it to be considered dead, the topic will be closed automatically, so that only the topic owner can revive it by opening the topic and making a post with important information
This way we can highly reduce the amount of unnecessary topic gravedigs, and prevent people from replying "Do you even notice you are posting on an old thread nobody cares about?" which looks a bit offensive in terms of direct conversations.

the 2nd one would be just annoying
I suggested this exactly because of what you did on the Spring Contest topic.
Not posting is a better reply than "Let's stop posting here", which for me looks like moderating (mini-modding).
EDIT: Added a new suggestion: Topic option to disallow gravedigging

Only show a warning this big with people with posts less than x or an approval rating less than y
Thank you eleizibeth ^
I stack my signatures rather than delete them so I don't lose them

It seemed like a troll grave dig to me.
The other people who decided to reply aren't helping in any way. Wooting Pingohits's topic isn't helping either. Just report (flag) and move on.
It's important to not give attention to the trollers.

and if the gravedig would be actually contributing to the topic?
or the replies after the gravedig would be contributing to the topic?
i mean we have to foresee this kind of cases too if you are suggesting to change forum rules or forum functions

I'm okay with this.

I disagree, as a topic might be revived with new, relevant information. I'd say this warning goes into effect for the person after the gravedigger (double-posting and gravedigging at the same time should incur another pop-up/confirmation), but it would discourage posting with new information or discussing new information if it applied to every poster after the gravedig.
Topic option to disallow gravedigging
This way, if a topic has this option enabled and has passed enough time for it to be considered dead, the topic will be closed automatically, so that only the topic owner can revive it by opening the topic and making a post with important information
I like this idea but it brings up some questions:
Will the original poster determine the time before auto-lock?
If not, how long will the topic have before it is locked?

It won't stop nubs from gravedigging because they won't even read it.

I think the flashing is enough to stop anyone from accidentally gravedigging. If someone gravedigs, then they are doing it out of ignorance or malice. Possibly both.
As for people responding to a gravedig, I think if they are trying to revitalise the conversation, that's OK, but if they are saying something along the lines of "hey that's a gravedig don't do that", then that's minimodding/spam.
Remember boys and girls - if you see someone doing a 'no-no' on the forums, just Report and Ignore and trust that the friendly staff will sort it out. (If they're not busy posting eye gore ^-^)
