What is "New Year"? I'm guessing New Year 2015 because it's the only other New Year. It only has 4 decor but those balloons look nice. https://wiki.everybodyedits.com/images/0/03/018_surprised

Spring 2011 Deco for the nice grass you can't get anywhere else
New Year 2010 for the smiley if u like
If you want Halloween go for 2015 it's the best. It also has morphable decor.

For the most blocks you could actually use, I'd choose Halloween2015. Christmas 2011 also has a lot of blocks but I don't like them.
