Problem with owner opening/locking thread

When the moderator closes the thread, we can still open it. Same for when moderator opens.

I think moderator's lock must be definitive, having higher priority, making it so that we can't change the thread anymore.

If you want to test this out and you are a mod, you should try closing this, and later this is going to be open again.
