NOTE: all HP levels for neutral countries (aka countries not claimed by a color) are 25
edit:
soldiers: do they need food every turn? cuz' that'll add up quick eh
also ffs you ahd to pick that country? now I'm bordered three times. this'll be short-lived unless everyone decides to not attack me.
edit: yeah strategically S.A. was not a good choice.

If you attack a country with 25 HP, it uses 25 soldiers and goes to 0, if you attack a country with 25 with 30 soldiers, would it be fair to have the remainder of soldiers turn into HP or you keep the spares?
