The specifications are correct, perhaps there's EXIF data embedded in the image that's being restricted.
I'm pretty sure if you saved it from Imgur (which filters out metadata) it should work.
I'm not sure but I think it may have to be a .png as well.

I'm fairly sure you can't use xcf, export it as a png.
