For the world owner only. If the world owner accidentally delete let's just say a few blocks, he/she can press the undo button and the blocks that were replaced by accident will be replaced. Or if the world owner does not like the changes the person can just press redo and everything as it is
useful for making decisions on levels whether to place that block or not, etc.
