I want to make a level where the player can choose between the jump, double-jump, and speed effect. In what way can I make the jump effect more balanced with the double-jump effect? The double-jump effect is superior in nearly every way, including jump height, distance, as well as control.

As you understood, jump effect is unless against double-jump effect.
I don't know what you wanna do exactly, but for example, if you wanna create "3 in 1" minis (speed, jump, double-jump), every ways which needs jump effect could be exploited by the double jump one.
With the configuration I said, you have 3 differents hight levels, so no exploits possible, ta da !
I have a 2 ideas for this:
1. Give the people who chose jump a specific group with a better path that the other two cant access.
2. Make jump effect ,,Challenge mode,, or something.
