"action" is for either
1. non-solid blocks that do something when touched
or
2. solid blocks that can be changed into a non-solid one (or vice-versa)

I thought that action items were a category that provided objects for the player to interact with as well as physics-related stuffs. Because gravity, boosts, climbable, and ice are physics related, they should go here. The doors and gates complement the items that the player interact with, so of course they're going to be under the same category.
Blocks on the other hand are in a category based on collision alone. These don't have different physical properties (slippery, sticky, etc) on them, but may have different hit detection, like one-ways and half blocks.

Uh, if I remember correctly, the slippery pad from last year was in blocks, and that changed the physics. This should go in the block tab with the other arctic items.

but it does an "action" it makes you slide. it may not be exactly like other actions but its alright, sure its a "block" of ice and all, but i think its fine where it is.

Actually, I think the opposite: there should be more blocks put into action, to help balance the 2 categories (examples above like secret, one way, maybe half blocks, basically all non-standard blocks)

How about blocks which actually affect a player or a world should be in the action tab - so no game tiles have to move and they were correct all along.

What about the cake, hologram, diamond (we really need a name for those three collective blocks), signs, and music blocks? If it is supposed to be consistent then I think they should be in decoration. Either that, or move secret blocks to action.

they don't belong in decoration because those blocks do something to the player
decorations do not do anything to the player except the occasional foreground

Players interact with it: they get a smiley, or a crown. Players interact with coins by collecting them, and hitting switches too. Players don't interact with buckets, acorns, or any other decoration.

To stay consistent, that would mean one "does something" by touching a secret block. I think signs are as fitting as in "Decorations" as secret blocks are in "Blocks".
To clarify:
Secret blocks "deceive" a player, while otherwise acting like a regular block. Signs "inform" a player while otherwise acting like a regular decoration.

Blocks, are solid on 1 or more sides and remain that way
Action blocks, either affect the smiley, affect the world, show information (so secret blocks would be moved)
Decorations, have no collision and no interaction
Background, have no collision and no interaction and always behind player
