because it just doesn't make sense to post forum posts and forum-related stuff in the thread for offtopic and game discussion

are we gonna have this for every subforum

It's only necessary for subforums which have a problem with a lot of spammy non-topic worthy topics. I don't think Forum Discussion really has that problem.
