Baned?

Ability to give baned members to see the discussion, but dont give them permission to answer (what is the point of the ban), but still can woot and report users (if they aren tbaned for spam reports). Also add the ability to pm ALL STUFF member but not their friends

Being banned should mean you have no use of the forums at all, the current system works.
