It's an IDE just like Visual Studio.
As long as it can work with C# it's nothing different. You smack some code in, program comes out, not matter what IDE (framework version does matter though).

It's from mono, but that's their actual IDE.
Mono is mainly meant for Mac and Linux users to be able to run .NET software.

If you're interested, there's a unity support for PlayerIO, though I think it's better to use playerIO in Unity for an actual game rather than a bot for another game, but it can still be done. EE's port to unity will use that once it's done.

He wouldn't be able to follow any of the current tutorials though, and support from the community will most likely be very hard to find.
