Pretty sure a decent owner would use Freeze Effect just to keep the player from moving during a course.

Yes a timer would be good. No disabler because you won't be able to decide when you hit it.

How about some tool which would be on a different layer than blocks, decorations etc and it could be placed anywhere you want? Where you put it, there somebody can't move. Maybe it would just color an area a bit with cyan.

Why? It takes more space than having a freeze effect. And it's not hard to program freeze effect at all.
