I checked a bunch of other debate topics,they all seem like you can place them in Off topic discussion.

This belongs in forum discussion.

To answer OP: Debates in the off-topic section become very violent since they are discrete compared to the other easier topics. In the Debate forum, we can discuss a subject with the intent of debating, which will make flaming and violence less likely. Off-topic is less debate and more informatory things.
